Rules
BOLTON AND DISTRICT SNOOKER LEAGUE - RULES 2021
1 GENERAL
1.1 The League shall be named " The Bolton & District Snooker League "
1.2 All Competitions shall be governed by a General Committee consisting of the Chairman, Match Secretary, Vice Chairman and the General Secretary / Treasurer, together with ONE representative from each Club.
1.3 The Committee shall appoint an Executive Committee who shall deal with any special cases arising from time to time and to deal with these cases as they determine.
1.4 Membership shall be open to Clubs of Bolton & District and outside the area on request, the Officials shall have the power to refuse entry to either Clubs, Teams or Players.
1.5 The entrance fee for each Team 50 includes for the League programme, the Jim Worsley Memorial Trophy and Section Knockout competition. The same being paid not later than the Annual General Meeting.
1.6 The voting at all meetings either for the election of Officials or on any other business shall be by a show of hands or by ballot, as the majority may decide, One Club - One Vote at all meetings ( AGM and Monthly )
1.7 Each Club shall elect a Secretary who shall be their representative from the Club on the General Committee.
1.8 Each Team shall consist of 6 players and shall play home and away matches.
No cancelling of matches unless permission has been given by the league ! Games will only be allowed to rearrange under extreme circumstances , teams rearranging games without league permission will be dealt with severely and possibly removed from the league .
Less than 3 players turning up for a fixture will not consitute a match. ALL Matches must be fulfilled.
1.9 All players registered in the League will have their own individual handicap, the difference in the handicaps must be placed on the score board at the start of each frame. A player winning his frame will count one point per frame, in the case of a draw 1/2 point to each player. The black must not be re-spotted on a frame or match in case of a draw. The black will only be re-spotted when a match is based on aggregate score only. All players must be a member of the club they represent .
1.10 Players who play on an incorrect ( Higher ) handicap will forfeit the frame's and the frame score's will be altered to 75 - 0 in favour of their opponent.
1.11 Regarding the aggregate score in a League match, 2 points count for a home win and 3 points for an away win. In the case of a draw, 1 point for a home draw and 2 points for an away draw, all team scores and frames count.
1.12 All League matches shall be played on Thursdays unless permission be obtained from the Officials to re-arrange. Alternative night is Tuesdays only.
1.13 Visiting Clubs have free use of the tables for matches.
1.14 Fixture dates can only be changed with the prior consent of both the General Secretary and the Match Secretary, who shall also have the power to make alterations if necessary. Club Secretaries must give at least 2 weeks notice of cancelled matches once the Official's approval has been given. Clubs cancelling matches for their own AGM must play the match prior to the original date of the match.
1.15 With reference to the Matches for the Individual / Grand Masters / Pairs / 3 a Side / Champion of Champions competitions, no cancellations or alterations will be accepted to the dates of the various fixtures as set and published by the League. These dates will be published as soon as possible and will not be set for Bank Holidays.
1.16 All registered players are expected to join the Player's Pool. The minimum number allowed is 8 ( 1 Team ) 16 ( 2 Teams ) 24 ( 3 Teams ) etc,. Any other members of the Club registered with the League can be in the Pool, this must be done through the League Treasurer.
All players will receive a number which will be applicable for all season.
1.17 POOL Numbers MUST be filled in on Match Card. Failure to fill in POOL No. will be subject to a 5 Fine
1.18 All tables will be reserved for the League match, no other persons allowed to play. Players will not be allowed to practice on other tables whilst the match is in progress, failure to comply with this rule will result in the player's concerned being disqualified from playing in the match when due to go on.
1.19 Informal presentation of the Cups and Shields to the winners on Finals night. All Cups and Shields are to be returned to Greenhalghs Trophies on or before the end of March.
1.20 Amendments to these Rules shall be made only at the Annual General Meeting of the Bolton and District Snooker League.
1.21 Players are expected to be at least 16 years of age to compete in the League, young players are subject to special conditions. The General Secretary is to be given the names of players who are under 16 years old.
1.22 All Teams in each Section will take part in the Section Knockout and the Jim Worsley Memorial Competitions.
1.23 Mobile Phones are to be switched off by Players during all Matches.
1.24 Handicapping - Players will be handicapped by the Chairman / Match Secretary and the General Secretary / Treasurer. The handicapping Officials have the right to adjust and re-handicap at any time during the season, if and as required.
1.25 Registration of new players after the start of the season will only be accepted at the October and December meetings. Request for registration of new players at any other time will be dealt with by the League Officials. Representatives registering new players for their Clubs must inform the League of the ability and past record of the players concerned.
1.26 The Executive Committee or the League Officials have the power to settle any matter not provided for in these rules.
1.27 All winning teams must purchase a minimum of 8 tickets for the Presentation Concert.
Failure to attend Presentation Concert, Prize or Prize's will be confiscated, except when prior notice is given.

2. MATCHES AND COMPETITIONS
2.1 All matches start at 7.00pm prompt ( 1 table ) 7.30pm ( 2 tables ) After 15 minutes, if no player is in attendance ONE frame and 75 points will be forfeited, after a further 15 minutes ( 8.00 pm ) if no player is in attendance, a further frame and 75 points can be claimed and so on every 15 minutes. This applies to both 1 and 2 tabled clubs. In the case of TWO tabled Clubs, the match will not be deemed as stopped if a frame is being played - No claim to be made. NOTE - Once a match has started no waiting time is given.
2.2 Where Clubs have TWO tables 3 frames are played on each table.
2.3 Home team to break. Home captains must place their players on the table first and nominate on which tables their players are to play. Home teams to referee in League matches, in cup matches the refereeing is shared, (i.e.) 3 frames each. Markers are to referee the frame.
2.4 Individual Handicap - entrance fee 5 matches best of 3 frames, the format of the closing stages will be finalised by the League Officials
2.5 The 3 a Side and Snooker Pairs competitions, contested annually first drawn has home advantage.
2.6 Last 6 competition - a competition will be held on the result of the last 3 home and last 3 away fixtures on the fixture list. The Champions and runners up of each section will be excluded from winning this competition. Winner of each section will be published on the Web Site or at a League meeting as appropriate.
2.7 Champion of Champions competition - to be eligible to play in this competition all players must have played on 1 previous occasion for the teams qualifying competition, except for teams qualifying as League Champions when the player must have played at least four League matches for the team concerned.



2.7(1) If teams are tied at the end of the season the Championship or the last 6 will be decided by the
result against each other, ( ie ) Head to Head if they are still tied, the two totals of the aggregate
will surfice.

2.8 All matches will be played with snooker balls approved by the EASB .

2.9 All matches will be played under the rules approved by the EASB.

2. 10 Players registered for a Club will be able to play in any of the teams of that Club but cannot play
for 2 different teams in the same week.
Clubs with more than 1 team the 4 starred players will be tied to first team duty only.

2.11 In addition - for Clubs with more that 2 teams. A second group of 4 starred players will be
nominated - these will be members of the second team and will not be eligible to play in any other
team from a lower section but may play for the first team.

2.11(1) Any Club with more than one team in the same section, these player can only play for the
Team they are registered with, they are separate units, should there be three or more Teams the
members of the A team who are not starred can play for another team.

2.12 In the event that a team has only 5 players present at a particular match, this must be confirmed to
the opposing captain prior to the nomination of the players for the last two frames, the players must
be nominated and play in sequence.

2.13 DRESS CODE - for matches with referees in charge and all neutral matches, venues, eg
Knock - outs, Individual, Pairs, 3-a-Side and Champion of Champions competitions.
ALL players will wear standard trousers and shoes standard shirt with collar or smart
casual shirt with collar polo shirt or grandad - type shirt.
The wearing of JEANS,TRACK SUITS,SWEAT SHIRTS, FOOTBALL SHIRTS or TRAINERS,
these will not be acceptable and any player so dressed will not be allowed to play.
The Referee or Official will have the final decision in any cases of doubt at the beginning of the
matches.

2.14 Competition rule - aggregate score matches only.
When an appointed Referee is in charge, the Miss Snooker Rule 14C (ii) will not be implemented
( because of the aggregate score implications )

2.15 Players in match play, Mobile phones to be switched off during play.

3 DISCIPLINARY MATTERS.

3.1 The captain of a team will be held responsible for the conduct of his team during a match.

3.2 Players or spectators are not allowed to coach or interfere with a player during a match.

3.3 All disputes in League games must be referred to the Executive Committee whose deciision is
final.

3.4 Any Club failing to turn up for a League match or fulfill a fixture will be dealt with by the Executive
Committee and shall be subject to a fine of up to 50. This applies to League matches only.
matches only. Any such match where a Team has failed to turn up shall be replayed at the direction
of the Officials, any Club refusing to play at an arranged neutral venue will not take part in that
competition the following season.

3.5 Any Team, NOT CLUB, not completing their League Fixtures will be barred for 1 season.
Appeals from Individual players will be heard by the Executive Committee.

3.6 Any monies outstanding at the A.G.M. before the new season, that Club will not be allowed to
enter or players from that Club will not be allowed to sign on for any other Club.

3.7 Any Team who turn up late for a match and leave without playing the match because their
opponents have claimed a frame or frames, as permitted under the rules, will be expelled
from the League from that date and all players involved barred for 1 year.
This rule will be strictly enforce.


3.8 THE MISS RULE.

A MISS SHALL BE CALLED IF A PLAYER FAILS TO HIT

A BALL ON WHEN THEY CAN SEE PART OF THE BALL

ON, OR IF THEY FAIL TO REACH THE OBJECT BALL.

PLAYING OFF A CUSHION WHEN SNOOKERED THE

CUE BALL MUST REACH OR PASS THE OBJECT BALL

OR THE CUE BALL WILL BE REPLACED IN IT'S

ORIGINAL POSITION ALONG WITH ANY OTHER BALLS

MOVED ON THE SHOT, OR PLAY FROM WHERE THE

CUE BALL COMES TO REST AT THE DISGRESSION

OF THE PLAYER WHO IS THE NONE OFFENDER.

IT IS HOPED THAT ALL PLAYERS AND TEAMS USE

DISGRESSION REGARDING HOW MUCH OF THE BALL

THERE IS TO HIT AND THE SITUATION OF THE BALLS

ON THE TABLE.

THE MISS RULE MUST BE USED IN ALL MATCHES IN

ALL THREE SECTION - A. & B. & C.
